Government Management Plan



Government Management Plan 
The Management Plan describes the Government's Most Efficient Organization (MEO) and is the basis for the Government's “In-House Cost Estimate”(IHCE): the government’s estimate of its cost to perform the functions described in the PWS. The Management Plan should identify the organizational structures, staffing and operating procedures, equipment, and transition and inspection plans necessary to ensure that the government can perform the activity in an efficient and cost effective manner. The Management Plan includes four documents, the MEO, IHCE, Technical Performance Plan (TPP), and the Transition Plan (TP).

What does the Government Management Plan include?

The Government Management Plan includes the following:
  • The Most Efficient Organization (MEO), which reflects the Government's most efficient organization that meets the requirements of the Performance Work Statement (PWS) and identifies the organizational structures, staffing and operating procedures upon which the Government's offer is based.
  • The In-House Cost Estimate (IHCE), which provides a description of all costs associated with the performance of the MEO and any assets that are not provided to the contract/ISSA but that will be used by the MEO.
  • The Transition Plan (TP), which outlines how the Government will transition from the current organization to MEO or contractor/ISSA performance.
  • The Technical Performance Plan (TPP) (when the Cost Technical Trade-off source selection process is used), which provides a technical description of how the MEO will perform the work and which is prepared in accordance with Section L of the solicitation.
  • A summary, reflecting an overall comparison of the current organization with the Most Efficient Organization (MEO) and a review of special initiatives or assumptions related to the MEO.
What is an in-house offer?

OMB's Revised Supplemental Handbook to OMB Circular A-76 uses the term ‘in-house offer’ to represent a parallel between what the Government's offer and Contract/ISSA offers. Note that the"in-house offer" is not strictly an"offer" as theat term is defined in the FAR. The term"in-house offer" is used to represent the Government Management Plan required by the Revised Supplemental Handbook. The Government Management Plan includes the Government's MEO (and the required summaries), the in-house Quality Assurance Surveillance Plan (QASP), a Transition Plan, and an In-House Cost Estimate (IHCE). When the Cost/Technical Trade-off source selection process is used, the Government Management Plan also includes a Technical Performance Plan (TPP).

Can military be included in the MEO?

Yes. The most obvious reasons for including military in the MEO are where a wartime requirement still will exist (for MEO or for the contractor or where civilian hiring would be very difficult to accomplish or hard to predict.

How long may military personnel who are to be replaced by civilians remain in their positions?

After the Congressional notification, military authorizations are programmed"off the books" and civilian authorizations are programmed in to replace the military authorizations. Budget lead-time necessary to transfer military personnel dollars to O&M is 18-24 months. This change also triggers assignment actions. Military Personnel will begin to move the assigned military. The Installation Commander must work with Military Personnel to ensure that appropriate military people stay through the transition. There is no restriction on the percentage of assigned military that must be reassigned by the start date. The Transition Plan must state the numbers of and purpose for the military personnel.

What is the connection between the Performance Work Statement and the Government Management Plan?

Every member of the MEO team must be very familiar with the PWS. Required services identified in the PWS must eventually track with the functions and positions outlined in the Government Management Plan. Workload, performance standards, acceptable performance levels and so forth, used in the Government Management Plan, must be identical to the data contained in Section C-5 of the PWS, which lists the specific tasks that must be performed and the applicable performance standards.

What is the purpose of the Transition Plan (TP)?

The purpose of the Transition Plan is to ensure a positive, orderly transfer of mission responsibility from the Government to the MEO or Contractor/ISSA with no loss of critical mission support and to minimize any confusion, disruption or other adverse impacts. The transition period, which comes after the final cost comparison decision, starts at the time directed by Source Selection Authority or identified in the RFP.

What is the Technical Performance Plan?

The Technical Performance Plan (TPP) explains how the Government will perform the PWS if the cost comparison decision results in selection of the MEO. Generally, Section L of the Request for Proposal (RFP) explains what is required in the TPP and Section M of the RFP explains how the TPP and contractor's proposal will be evaluated. It is important to understand the RFP and to prepare the TPP in accordance with it. An additional reference is recommended organization in the Government Management Plan, which is the basis for the Government's TPP.
