The Federal Activities Inventory Reform Act of 1998 (FAIR Act) requires that all
executive agencies submit to the Office of Management and Budget (OMB) an annual
listing, or inventory, of activities that are not inherently governmental, and to
make this inventory available to the public. In accordance with OMB Circular A-76,
agencies are also required to submit an inventory of inherently governmental
(IG) activities to OMB.
The FAIRNET web site is the mechanism for the public to query separately the DoD
FAIR Act or the inherently governmental submissions.

IGCA Inventory
The link below takes you to documents pertaining to the "2009 Inventory of Commercial
and Inherently Governmental Activities" (commonly referred to as the IGCA Inventory).
The IGCA Inventory serves as the data set for responding to various reporting requirements
including, but not limited to, the Federal Activities Inventory Reform (FAIR) Act
and the Annual Report to Congress (commonly referred to as the Commercial Activities
Report). The 2009 Inventory will identify manpower authorizations that are (1) inherently
governmental, (2) exempt from private sector performance, and (3) subject to review
for divestiture or private sector performance.
